Heb 4:1-6
4 Let us therefore fear, lest, a promise being left us of entering into his rest, any of you should seem to come short of it.
2 For unto us was the gospel preached, as well as unto them: but the word preached did not profit them, not being mixed with faith in them that heard it.
3 For we which have believed do enter into rest, as he said, As I have sworn in my wrath, if they shall enter into my rest: although the works were finished from the foundation of the world.
4 For he spake in a certain place of the seventh day on this wise, And God did rest the seventh day from all his works.
5 And in this place again, If they shall enter into my rest.
6 Seeing therefore it remaineth that some must enter therein, and they to whom it was first preached entered not in because of unbelief:

Why did the generation that fell in the wilderness miss the rest promised of God, why do so many miss that rest today? There are several reasons.
(1) They refused to trust the Lord. At every step along the way as they left Egypt they questioned God. Why to the Red Sea, why no water, why no food, they continually questions and complained to God. The reason being, they did not trust God.
(2) They willfully sinned over and over again. It seems as soon as God gave them a command they wanted to see how quickly they could break it. Gather only the manna needed for one day, they gathered for two. Gather enough for two on the sixth day because none would come on the seventh, they went out to gather on the seventh. They continued in sin.
(3) They refused to separate from the world. We see this even in the Promised Land when they would not completely drive out the pagan nations.
(4) They turned to idols. The Law was broken before it was given.
Why would God then grant those people rest? Why would God grant rest today to whose who follow that same pattern? When we lack the rest that God has promised the first place to look is within.
