Luke 19:35-41 And they brought him to Jesus: and they cast their garments upon the colt, and they set Jesus thereon.
36 And as he went, they spread their clothes in the way.
37 And when he was come nigh, even now at the descent of the mount of Olives, the whole multitude of the disciples began to rejoice and praise God with a loud voice for all the mighty works that they had seen;
38 Saying, Blessed be the King that cometh in the name of the Lord: peace in heaven, and glory in the highest.
39 And some of the Pharisees from among the multitude said unto him, Master, rebuke thy disciples.
40 And he answered and said unto them, I tell you that, if these should hold their peace, the stones would immediately cry out.
41 And when he was come near, he beheld the city, and wept over it,

We find from the other gospel accounts that it was not just the disciples who were praising Jesus Christ that day, that it was the entire city, the multitude lifting their voices in praise and honor. That glorious message was gladly received, the Messiah has come. Why then was Jesus found weeping? (Verse 41) Because it was a message heard and believed but one never received. That message was never received in the hearts of the people. There was no repentance from sin, no real turning to Jesus. The evidence of that becomes clear a few days later when that same multitude cried our for Jesus to be crucified. Just like our message of the gospel seems to be gladly believed today but seldom received. I have never talked to anyone who does not want to go to heaven and when they learn of Jesus they are thankful for His love and sacrifice for them and they believe on Jesus. But when it comes time to receive that message within, to repent and turn to Jesus alone for forgiveness of sin and salvation they fall short. They become very much like the multitude and want nothing to do with real life changing salvation. I imagine that Jesus is still shedding tears over the multitude of people today who believe the message but never receive the savior.
